About Neysa

Family and Educational Background

Family_on_Rock.jpgNeysa lives in Los Altos with her husband, David, and children, William (10) and Sara (6). They chose Los Altos because they wanted to raise their family in a close-knit community where family and community are priorities for its residents.

Neysa obtained her law degree from Georgetown University Law School in 2000 and graduated cum laude with a Bachelor of Arts in Political Science and International Relations from Florida International University. Neysa is a Senior Lead Counsel for the Global Supply Chain Organization at HP Inc.

Local Government Experience

  • Appointed Board Member, El Camino Healthcare District Board (August 2017-November 2018)
    • Approve expenditures for the award winning Community Benefits Program for the District that includes Los Altos 
  • Director, El Camino Hospital Board (August 2017 - Present)
    • Work with other Board Members to:
      • Provide oversight of the hospital management team, including the CEO and CFO
      • Track compliance issues
      • Make policy decisions
      • Ensure policy decisions align with the hospital’s mission
      • Develop a strategic plan
      • Monitor the financial health and accountability of the hospital
  • Chair/Vice-Chair/Member, Los Altos Parks and Recreation Commission (February 2015 – October 2017)
    • Made recommendations to City Council regarding programming and park facilities for the new Community Center 
    • Supported the replacement of water fountains in several Los Altos Parks with more environmentally friendly hydration stations
    • Helped to organize movie night in Grant Park
    • Served on Sub-committee that organized photo displays of the Los Altos Parks 
    • Organized speakers for the Los Altos Senior Program focused on increasing use and awareness of Parks
    • Planned a Getting to Know Your Parks contest for school-aged kids
    • Volunteered at Concert Series and Farmer’s Market
  • Los Altos Community Foundation LEAD Program (2015)
    • Learned about Los Altos local government, schools, local non-profits and business interests
  • Deputy County Counsel, Santa Clara County Counsel’s Office (2006-2015)
    • Worked directly with different departments and commissions including the County Executive’s Office, Procurement, Planning, Finance, Facilities and Fleet and the Assessor’s Office.
    • Legal representative on the Countywide Contracting Governance Committee
    • Provided training to supervisorial staff, management executives and other employees on procurement and contracting policies
    • Presented on the California Public Records Act in the Digital Age at the California State Association of Counties Annual Meeting
    • Selected to participate in Leadership Program
  • Vice-Chair, Los Altos Grant Writing Committee (2011)
    • Explored and recommended different ways Los Altos could better position itself to learn about and apply for grant opportunities
